SEOUL, Feb. 6 (Yonhap) — A 2.6-magnitude earthquake shook North Korea’s northern area on Tuesday in the aftermath of the communist country’s latest nuclear test, in September last year, the South Korean weather agency said.

The quake took place at 7:53 p.m., 46 kilometers northwest of Kilju, North Hamgyong Province, where North Korea has conducted a total of six nuclear tests, including the latest one in September last year, according to the Korea Meteorological Administration (KMA).

The depth of the tremor’s epicenter appeared to be 5 km and it is believed to have been a natural result of the sixth nuclear test, in September, the agency said.

North Korea claimed to have tested a hydrogen bomb in the Sept. 3 nuclear detonation, the most powerful of the nuclear tests the North has conducted.

The weather agency detected an artificial quake with a 5.7 magnitude at the nuclear site in the northeast area at the time of the sixth nuclear test.

The Tuesday quake occurred some 3km northeast of North Korea’s sixth nuclear test site, a KMA official said.

It was the eighth natural quake that has taken place in North Korea since the September nuclear test.

SEOUL/DONGHAE, South Korea, Feb. 6 (Yonhap) — North Korea’s art troupe arrived in South Korea by ferry Tuesday to perform in celebration of the PyeongChang Winter Olympics as Seoul temporarily lifted its ban on North Korean ships’ travel.

The North Korean ship Mangyongbong-92 carrying the Samjiyon art troupe came to the South’s Mukho port on the east coast at around 5 p.m.

North Korean vessels are not allowed to visit South Korea under Seoul’s unilateral sanctions banning inter-Korean exchanges, which were imposed on May 24, 2010 to punish the North’s sinking of a South Korean warship.

But the government has decided to make the art troupe’s sea travel for the Winter Games an exception to the sanctions.

The two Koreas have engaged in a flurry of sports diplomacy after North Korean leader Kim Jong-un extended a rare olive branch to Seoul in his New Year’s message after a year of tensions sparked by the North’s nuclear and missile provocations.

The North’s art troupe, which includes an orchestra, dancers and singers, plans to perform in Gangneung, a sub-host city of the Feb. 9-25 Games, on Thursday and in Seoul on Sunday.

Hyon Song-wol, the head of the all-female Moranbong Band, will lead the Samjiyon art troupe. The band was created by an order of Kim Jong-un and features Western-style music and outfits, but it is not known whether other members of the band are included in the art troupe.

Hyon, an alternate member of the central committee of the ruling Workers’ Party of Korea (WPK), visited the South last month to check performance venues in the two cities.

North Korea’s state-run radio station reported Tuesday that the art troupe left Pyongyang a day earlier for the eastern port city of Wonsan to visit the South on the ferry.

The report said the group was greeted by senior party officials including Kim Yo-jong, the younger sister of Kim Jong-un, and Pak Kwang-ho, the director of the WPK’s propaganda and agitation department.

The Mangyongbong-92 is a 9,700 ton cargo-passenger ferry that is named after a hill in Pyongyang near the birthplace of late founder Kim Il-sung.

It transported the North’s cheering squad for the 2002 Asian Games in Busan, the South’s southern port city. It was also used to accommodate the cheerleaders.

The ferry will be used as the art troupe’s accommodations when it holds the concert in Gangneung.

Details about the performances have not been made public, but the North informed the South last week that many South Korean songs will be included in the programs.

Neo-Nazis Driven Off CSU Campus After Turning Point USA Event

Fort Collins, CO – On Friday night, Turning Point USA (TPUSA), a right-wing xenophobic student group, held a “Smashing Socialism” speaking event featuring its founder Charlie Kirk, at Colorado State University (CSU). A call to protest the event came from the Northern Colorado Antifa Collective, who has stated they oppose TPUSA because the organization provides “sanctuary” to “dangerously prejudicial sentiments.” The evening ended with police dispersal orders as an amassed crowd of antifascists confronted a small group of neo-Nazis who arrived at the end of the event, driving them off campus.

In the days leading up to TPUSA leader Charlie Kirk’s speech on Friday night, fliers from the national socialist Traditionalist Worker Party (TWP) were found on campus. Various news outlets began to report that TWP members were planning to attend the February 2 event. While CSU president Tony Frank condemned the TWP fliers, TPUSA chapter president Isabel Brown, in statements to the Coloradoan, did not. Brown later backpedaled on her original support by stating that TPUSA condemns white nationalism; TPUSA head Charlie Kirk made statements to this effect during his Friday night speech as well.

The German anti-racist group HateXchange created a fundraising campaign to “adopt a Nazi enabler” and donate on behalf of the Traditionalist Worker Party members planning to attend. Donations from the campaign go to CSU Student Diversity Programs and to Life After Hate, an organization that works to help people leave hate groups.

Hours before the event, local police and EMTs were seen staging with vehicles and shields.

Nadia Murad is a Yazidi activist and human rights champion.

In 2014, the Islamic State attacked Nadia’s village in Iraq’s Sinjar region. That day, she witnessed the murders of her mother and brothers at the hands of the Islamic State, which considers the Yazidis to be ‘infidels.’ Nadia, was kidnapped and enslaved as a sex slave to members of the Islamic State. That year, around 7,000 Yazidi women and girls were abducted by the Islamic State.

Nadia managed to escape from her captives and a nearby family helped her flee from ISIS-controlled territory. She was able to reach a refugee camp in northern Iraq, and thereafter she was selected for a resettlement program in Germany.

Since then, Nadia has testified about her experiences to the United Nations Security Council. She uses her platform to urge the international community to respond to the plight of the Yazidis and other ethno-religious minorities in Iraq. London-based human rights attorney Amal Clooney has taken on Nadia’s case in pressuring the United Nations to investigate the crimes committed against the Yazidis by the Islamic State.

Now a Nobel Peace Prize nominee and the first UN Goodwill Ambassador for the Dignity of Survivors of Human Trafficking, Nadia is a powerful voice for justice for the Yazidis.

SUBJECT: RESTORING PUBLIC CONFIDENCE IN THE FBI

The Federal Bureau of Investigation has long been regarded as our nation’s premier federal investigative agency. Over the past year, however, the FBI’s reputation and credibility have suffered substantial damage, and it has affected the entire Department of Justice. That is deeply troubling to many Department employees and veterans, legislators and citizens.

The current FBI Director is an articulate and persuasive speaker about leadership and the immutable principles of the Department of Justice. He deserves our appreciation for his public service. As you and I have discussed, however, I cannot defend the Director’s handling of the conclusion of the investigation of Secretary Clinton’s emails, and I do not understand his refusal to accept the nearly universal judgment that he was mistaken. Almost everyone agrees that the Director made serious mistakes; it is one of the few issues that unites people of diverse perspectives.

The director was wrong to usurp the Attorney General’s authority on July 5, 2016, and announce his conclusion that the case should be closed without prosecution.

It is not the function of the Director to make such an announcement. At most, the Director should have said the FBI had completed its investigation and presented its findings to federal prosecutors. The Director now defends his decision by asserting that he believed attorney General Loretta Lynch had a conflict. But the FBI Director is never empowered to supplant federal prosecutors and assume command of the Justice Department. There is a well-established process for other officials to step in when a conflict requires the recusal of the Attorney General. On July 5, however, the Director announced his own conclusions about the nation’s most sensitive criminal investigation, without the authorization of duly appointed Justice Department leaders.

Compounding the error, the Director ignored another longstanding principle: we do not hold press conferences to release derogatory information about the subject of a declined criminal investigation. Derogatory information sometimes is disclosed in the course of criminal investigations and prosecutions, but we never release it gratuitously. The Director laid out his version of the facts for the news media as if it were a closing argument, but without a trial. It is a textbook example of what federal prosecutors and agents are taught not to do.

In response to skeptical question at a congressional hearing, the Director defended his remarks by saying that his “goal was to say what is true. What did we do, what did we find, what do we think about it.” But the goal of a federal criminal investigation is not to announce our thoughts at a press conference. The goal is to determine whether there is sufficient evidence to justify a federal criminal prosecution, then allow a federal prosecutor who exercises authority delegated by the Attorney General to make a prosecutorial decision, and then – if prosecution is warranted – let the judge and jury determine the facts. We sometimes release information about closed investigations in appropriate ways, but the FBI does not do it sua sponte.

Concerning his letter to the Congress on October 28, 2016, the Director cast his decision as a choice between whether he would “speak” about the decision to investigate the newly-discovered email messages or “conceal” it. “Conceal” is a loaded term that misstates the issue. When federal agents and prosecutors quietly open a criminal investigation, we are not concealing anything; we are simply following the longstanding policy that we refrain from publicizing non-public information. In that context, silence is not concealment.

My perspective on these issues is shared by former Attorneys General and Deputy Attorneys General from different eras and both political parties. Judge Laurence Silberman, who served as Deputy Attorney General under President Ford, wrote that “it is not the bureau’s responsibility to opine on whether a matter should be prosecuted.” Silberman believes that the Director’s “Performance was so inappropriate for an FBI director that [he] doubt[s] the bureau will ever completely recover.” Jamie Gorelick, Deputy Attorney General under President Clinton, joined with Larry Thompson, Deputy Attorney General under President George W. Bush, to opine that the Director had “chosen personally to restrike the balance between transparency and fairness, departing from the department’s traditions.” They concluded that the Director violated his obligation to “preserve, protect and defend” the traditions of the Department and the FBI.

Former Attorney General Michael Mukasey, who served under President George W. Bush, observed the Director “stepped way outside his job in disclosing the recommendation in that fashion” because the FBI director “doesn’t make that decision.”

Alberto Gonzales, who also served as Attorney General under President George W. Bush, called the decision “an error in judgement.” Eric Holder, who served as Deputy Attorney General under President Clinton and Attorney General under President Obama, said the Director’s decision “was incorrect. It violated long-standing Justice Department policies and traditions. And it ran counter to guidance that I put in place four years ago laying out the proper way to conduct investigations during an election season.” Holder concluded that the Director “broke with these fundamental principles” and “negatively affected public trust in both the Justice Department and the FBI.”

Former Deputy Attorneys General Gorelick and Thompson described the unusual events as”real-time, raw-take transparency taken to its illogical limit, a kind of reality TV of federal criminal investigation,” that is “antithetical to the interests of justice.”

Donald Ayer, who served as Deputy Attorney General under President H.W. Bush, along with former Justice Department officials, was “astonished and perplexed” by the decision to “break[] with longstanding practices followed by officials of both parties during past elections.” Ayer’s letter noted, “Perhaps most troubling… is the precedent set by this departure from the Department’s widely-respected, non-partisan traditions.”

We should reject the departure and return to the traditions.

Although the President has the power to remove an FBI director, the decision should not be taken lightly. I agree with the nearly unanimous opinions of former Department officials. The way the Director handled the conclusion of the email investigation was wrong. As a result, the FBI is unlikely to regain public and congressional trust until it has a Director who understands the gravity of the mistakes and pledges never to repeat them. Having refused to admit his errors, the Director cannot be expected to implement the necessary corrective actions.

5. The President has unleashed an American energy boom by ending Obama-era regulations, approving the Keystone pipeline, auctioning off millions of new acres for energy exploration, and opening up ANWR.

6. ISIS is in retreat, having been crushed in Iraq and Syria.

7. President Trump followed through on his promise to recognize Jerusalem as the capital of the State of Israel and instructed the State Department to begin to relocate the Embassy.

8. With President Trump’s encouragement, more member nations are paying their fair share for the common defense in the NATO alliance.

9. Signed the Veterans Accountability and Whistleblower Protection Act to allow senior officials in the VA to fire failing employees and establishes safeguards to protect whistleblowers.

10. President Trump kept his promise and appointed Associate Justice Neil Gorsuch to the U.S. Supreme Court.

We respect the rights of those who choose to protest, as these rights are precisely what our members have fought — and in many cases died — for. But imposing corporate censorship to deny that same right to those veterans who have secured it for us all is reprehensible and totally beyond the pale.”

The same ad was accepted by both the NHL and NBA and is slated to run in the official programs for each organization’s all-star games.

AMVETS is the nation’s largest and oldest Congressionally-chartered veterans service organization that is open to and fights for all veterans who served honorably, including reservists & guardsmen. AMVETS has been a nonpartisan advocate for veterans and their families for more than 70 years.

House Intelligence Committee Minority Response to Release of “Misleading Memo”

Washington, February 2, 2018 

Washington, DC – Today, the Minority of the House Permanent Select Committee on Intelligence responded to the release of HPSCI Chairman Nunes’ memo:

“Chairman Nunes’ decision, supported by House Speaker Ryan and Republican Members of the House Permanent Select Committee on Intelligence, to publicly release misleading allegations against the Department of Justice and Federal Bureau of Investigation is a shameful effort to discredit these institutions, undermine the Special Counsel’s ongoing investigation, and undercut congressional probes. Furthermore, their refusal to allow release of a comprehensive response memorandum prepared by Committee Democrats is a transparent effort to suppress the full truth.

“As the DOJ emphasized to Chairman Nunes, the decision to employ an obscure and never before used House rule to release classified information without DOJ and FBI vetting was ‘extraordinarily reckless.’ The selective release and politicization of classified information sets a terrible precedent and will do long-term damage to the Intelligence Community and our law enforcement agencies. If potential intelligence sources know that their identities might be compromised when political winds arise, those sources of vital information will simply dry up, at great cost to our national security.

“The Republican document mischaracterizes highly sensitive classified information that few Members of Congress have seen, and which Chairman Nunes himself chose not to review. It fails to provide vital context and information contained in DOJ’s FISA application and renewals, and ignores why and how the FBI initiated, and the Special Counsel has continued, its counterintelligence investigation into Russia’s election interference and links to the Trump campaign. The sole purpose of the Republican document is to circle the wagons around the White House and insulate the President. Tellingly, when asked whether the Republican staff who wrote the memo had coordinated its drafting with the White House, the Chairman refused to answer.

“The premise of the Nunes memo is that the FBI and DOJ corruptly sought a FISA warrant on a former Trump campaign foreign policy adviser, Carter Page, and deliberately misled the court as part of a systematic abuse of the FISA process. As the Minority memo makes clear, none of this is true. The FBI had good reason to be concerned about Carter Page and would have been derelict in its responsibility to protect the country had it not sought a FISA warrant.

“In order to understand the context in which the FBI sought a FISA warrant for Carter Page, it is necessary to understand how the investigation began, what other information the FBI had about Russia’s efforts to interfere with our election, and what the FBI knew about Carter Page prior to making application to the court – including Carter Page’s previous interactions with Russian intelligence operatives. This is set out in the Democratic response which the GOP so far refuses to make public.

“The authors of the GOP memo would like the country to believe that the investigation began with Christopher Steele and the dossier, and if they can just discredit Mr. Steele, they can make the whole investigation go away regardless of the Russians’ interference in our election or the role of the Trump campaign in that interference. This ignores the inconvenient fact that the investigation did not begin with, or arise from Christopher Steele or the dossier, and that the investigation would persist on the basis of wholly independent evidence had Christopher Steele never entered the picture.

“The DOJ appropriately provided the court with a comprehensive explanation of Russia’s election interference, including evidence that Russian agents courted another Trump campaign foreign policy adviser, George Papadopoulos. As we know from Papadopoulos’ guilty plea, Russian agents disclosed to Papadopoulos their possession of stolen Clinton emails and interest in a relationship with the campaign. In claiming that there is ‘no evidence of any cooperation or conspiracy between Page and Papadopoulos,’ the Majority deliberately misstates the reason why DOJ specifically explained Russia’s role in courting Papadopoulos and the context in which to evaluate Russian approaches to Page.

“The Majority suggests that the FBI failed to alert the court as to Mr. Steele’s potential political motivations or the political motivations of those who hired him, but this is not accurate. The GOP memo also claims that a Yahoo News article was used to corroborate Steele, but this is not at all why the article was referenced. These are but a few of the serious mischaracterizations of the FISA application. There are many more set out in the Democratic response, which we will again be seeking a vote to release publicly on Monday, February 5th. Unlike Committee Republicans, however, we will ask the relevant agencies to propose any necessary redactions to protect any sources and methods not already disclosed by Chairman Nunes’ document.

“It is telling that Chairman Nunes put out this memo without bothering to read the underlying materials, and that he ordered changes to the document without informing his own committee members. It is a terrible lapse in leadership that Speaker Ryan failed to intervene and prevent the abuse of classified materials in this way. It is tragic, if all too predictable, that this President would allow the release of the memo despite FBI and DOJ’s expressions of ‘grave concerns about material omissions of fact that fundamentally impact the [Republicans’] memo’s accuracy’. But most destructive of all may be the announcement by Chairman Nunes that he has placed the FBI and DOJ under investigation, impugning and impairing the work of the dedicated professionals trying to keep our country safe.”
